PGWP Refusals: A System Gap Impacting Qualified Applicants

As an RCIC-IRB, one of the hardest things is seeing a client get refused not because they weren’t qualified, but because of a system gap that was completely outside their control.

That’s exactly what’s happening right now with PGWP applications.

Since November 1, 2024, IRCC has required language test results (English or French) with every PGWP application. But their own portal had no dedicated section to upload them.

Applicants did everything they were supposed to — and are still getting refused. Months later. Sometimes, after their 180-day eligibility window has already closed.

And when that window closes, so do a lot of doors.

  • No work permits.
  • Potential loss of status.
  • PR timelines are thrown into uncertainty.
  • Years of academic and financial investment — suddenly at risk.
A refusal doesn’t pause the 180-day clock. It keeps running from the day your school issues your Letter of Completion.
How to include language test results and proof of study
  • If you haven’t submitted yet: Upload your language test results and proof of field of study in the “Client Information” section of your online account — combined into one PDF, within IRCC’s file size limits.
  • If you already submitted without them: Go to IRCC’s web form → “Ask about or update your application” → “Add a document to your application.” Upload up to three files totaling 3.5 MB.
  • If you’ve already been refused:
    • Reconsideration is possible, but success rates are low.
    • Judicial review must be filed within 15 days.

Once the 180 days are gone and your study permit expires, the options get very narrow, very fast.
